Based on the review of the modern world economic literature, there were revealed polar approaches of researchers to estimation of the role of the International Monetary Fund (IMF) in world economic processes in whole and its influence on the economic development of separate countries. There were analyzed institutional changes in IMF architecture and management system that favored its transparency, efficiency and increase of trust to the activity of the Fund from the world society. Based on the dynamic approach to the analysis of credit cooperation of countries-recipients with IMF, there were revealed factors that caused differences in duration of series of IMF lending programs (spell) for transition economies and ones that determine recidivism of their credit relations with the Fund. Among other ones, the determining role is played by the technical assistance of the Fund that favored institutional establishment of unstable economic systems, search for consensus between IMF staff members and governments of countries about formation of the policy of conditionality and effectiveness of its realization. The article presents chronologization and analytic estimation of main stages of cooperation between Ukraine and IMF, estimates the net transfers of financial resources of the Fund, elucidates conditions of the incomplete drawn of granted credit resources by Ukraine, causes of finishing credit cooperation and transition to technical one at different stages. At the end there was made a conclusion that main efforts must be directed on constructing native economic system a self-sufficient macroeconomic pattern of the development of the native economic system.
Abstract. The goal of the article is to find out the reasons for the evolution of the subject of politicaleconomy and the relationship of the terms "political economy" and "economic theory". The article uses themethods of fundamental economic science, in particular, induction and deduction, comparative analysis,combining of the historical and logical, etc. The author substantiates the statement that the change of thesubject field of political economy was caused by the fact that in the middle of the XIXth century this sciencegained exceptional social class orientation, which strengthened its normative nature. Then it developed anew branch of economic knowledge "Economics" (it is expedient to translate "analytical economics" intothe Ukrainian language with more strict research tools and higher percentage of positive statements).Emphasis is placed on a kind of renaissance of political economy in the last third of the XXth – earlyXXIst century, in which there are now three areas – international political economy, new political economy,and interdisciplinary political economy. Автор обґрунтовує твердження, що зміна предметного поля політичної економії спричинена тим, що їй у середині XIX ст. надано виняткову соціально-класову спрямованість, що посилило її нормативну природу. Відтак формується нова галузь економічного знання «Economics» (українською мовою доцільно перекладати «аналітична економіка» зі строгішим інструментарієм дослідження та більшою часткою позитивних тверджень.Акцентовано на своєрідному ренесансі політичної економії в останній третині ХХ –початку ХХІ ст., у якій нині виокремлюють три напрями – міжнародна політична економія, нова політична економія та міждисциплінарна політична економія. The article deals with research of ways of institutional environment improvement to ameliorate functional distribution of income in Ukraine. The authors argue that reforming distributive relations is not possible without combat against corruption. Considerable attention is paid to antitrust regulation as a way more equitable distribution of income. The world experience of income is briefly clarified. The factors that led to the intensification of research on the problems of development of basic fundamental economic science have been studied. Emphasis is placed on the fact that Ukrainian economic science has not developed its own political philosophy of the economy, and harmonized system of concepts, terms and categories, yet. Simultaneously analytical and theoretical economic disciplines are displaced from the university educational process.The authors proceed from fundamental economic science that contains four components ‑ political economy, macroeconomics, microeconomics and the history of economic thought.The thesis that the subject of macroeconomics is the efficiency of the national economy, or more strictly, the economic system is substantiated.Key problems of macroeconomics are identified in the article such as economic growth (dynamics of national output) and macroeconomic instability (two evils of macroeconomics - unemployment and inflation) and their overcoming through stabilization policy.It is noted that in the very long run, the volume of national product is affected by supply factors, the improvement of institutional environment and the accumulation of human capital. It is especially important for countries with unstable economic systems.Economists' approaches to explaining the causes of unemployment have been clarified. Expediency of using the term "steady-state unemployment rate" instead of "natural unemployment rate" is argued. In the short run, inflation should be considered as a multifactorial process, and in the long run it is induced by the growth of money supply.The main theoretical problems of modern microeconomics are highlighted - the behavior of individual consumers, income distribution, the general equilibrium achievements, production costs and the influence of the government on the functioning of the market mechanism. It is noted that over recent decades, researchers have focused on the impact of government measures on economic activity, and dependence of their efficiency on political institutions operations. Досліджено чинники, що спричинили актуалізацію проблем розвитку фундаментальної економічної науки (ФЕН). Акцентовано на тому, що у вітчизняній науці практично не розроблено політичної філософії економіки, не здійснено гармонізації понять, термінів і категорій у сфері ФЕН, а з освітнього процесу витісняють аналітико-теоретичні економічні дисципліни. Автори виходять з того, що ФЕН містить чотири складники – політичну економію, макроекономіку, мікроекономіку та історію економічних учень.Обґрунтовано тезу про те, що предметом макроекономіки є ефективність функціонування національної економіки, або кажучи строгіше, економічної системи. Виокремлено ключові проблеми макроекономіки – економічне зростання (динаміка обсягу національного продукту) та макроекономічна нестабільність (два лиха макроекономіки – безробіття та інфляція) і їх подолання через стабілізаційну політику.Автори обґрунтували тезу, що в умовах стрімкого розвитку мікроекономічних досліджень відбуваються розширення і збагачення предмета мікроекономіки.Еволюція ринкової економічної системи упродовж ХХ- початку ХХІ ст. ставить нові виклики перед макроекономікою та мікроекономікою, зокрема щодо відповідності запропонованих теоретичних моделей, закономірностей та концепцій господарській практиці.Ключові слова: макроекономіка, мікроекономіка, політична філософія економіки, стаціонарна норма безробіття, невдача ринку, політичні інститути, фундаментальна економічна наука.

The article is devoted to analysis of political and economic cooperation between Ukraine and the IMF during market economy transformation. The authors made critical analysis of the basic methodological approaches in economics to assessment the impact of the implementing IMF lending programs on the dynamics of key macroeconomic variables recipient countries, and the institutional stabilization support of unsteady economic systems. By applying econometric tools, the authors evaluated the efficiency of credit Ukraine's cooperation with the IMF, which made it possible to conclude that IMF loans had a positive impact on GDP and other macroeconomic indicators on the initial stages of this cooperation, but this impact was not traced in periods of repayment and reduce net transfer flows. This conclusion is generally consistent with the research of both domestic and foreign scientists about the negative impact of IMF loan programs on economic growth in most of the recipient countries. These programs can also induce weak negative impulses on democracy and the rule of law in these countries. It also analyzes some political and economic determinants and consequences of the program of reforms initiated by the IMF in 2015-2016 years, in particular: tariff policy – to increase gas prices for households and subsidy programs; reforming the monetary sector – measures to transition to a floating exchange rate and inflation targeting monetary regime; sanitation of the banking sector - implementation of the requirements of the IMF with regarding to the capitalization of commercial banks and their impact on the banking sector of Ukraine; of deregulation and privatization. The thesis was proved that the further deregulation and privatization is a prerequisite for reforming the national economy, but require substantial improvement of the legal framework that ensures transparency and democratic conditions for their implementation. Cooperation of Ukraine and the IMF requires scientific foundation, which provides a detailed analysis of the experience of cooperation, the development of new approaches to forming partnerships based on the national interests of Ukraine, objective assessment of economic efficiency of credit injections into the economy of Ukraine. Здійснено критич-ний аналіз основних методологічних підходів в економічній науці до оцінки впливу реалізації кредитних програм МВФ як на динаміку основ-них макроекономічних змінних країн-реципієнтів, так і на інституційне забезпечення стабілізації неусталених господарських систем. Застосувавши економетричний інструментарій, автори провели оцінку ефективності кредитної співпраці України із МВФ, що дало змогу зробити висновок про неоднозначні її наслідки − на початкових етапах цієї співпраці кредити МВФ позитивно впливали на динаміку ВВП та інші макропоказники, проте у періоди повернення кредиту і зменшення чистих трансферних потоків позитивний вплив не простежувався. Такий висновок в цілому узгоджується із результатами досліджень як вітчизняних, так і зарубіжних учених про негативний вплив кредитних програм МВФ на економічне зростання більшості країн-реципієнтів. Ці програми одночасно можуть індукувати слабкі негативні імпульси на розвиток демократії та верховенство закону у цих країнах. У статті також проаналізовано окремі політико-економічні детермі-нанти та наслідки програмних реформ, ініційованих МВФ у 2015-2016 р., у сфері: тарифної політики щодо підвищення ціни на газ для населення та програми субсидування; реформування монетарного сектора − заходи, спрямовані на перехід до плаваючого валютного курсу та монетарного режиму інфляційного таргетування; оздо-ровлення банківського сектору − реалізації вимог МВФ щодо докапі-талізації комерційних банків та їх впливи на стан банківського сектору України; проведення дерегуляції економіки та приватизації. Обґрунтовано тезу про те, що подальша дерегуляція та приватизація є необхідною умовою реформування вітчизняної економіки, однак вимагає суттєвого удосконалення законодавчої бази, яка забезпечить прозорість та демократичність умов їх реалізації. Співробітництво України з МВФ вимагає наукового забезпечення, яке передбачає ґрунтовний аналіз досвіду співпраці,напрацювання нових підходів до формування партнерських відносин, що базуються на врахуванні національних інтересів України, об`єктивну оцінку еконо-мічної ефективності вливання кредитних ресурсів в економіку України.Ключові слова: нова глобальна фінансова архітектура, макроеконо-мічний дисбаланс, чистий трансфер МВФ, докапіталізація банків, дерегуляція економіки, таргетування інфляції, плаваючий валютний курс, зовнішній борг.
